(1795-1864), was born in Pennsylvania. He served in the Ohio militia during the War of 1812, after which he studied law and was admitted to the bar in 1820. He was elected to the State Legislature in 1826, and was a Representative from Ohio in the U. S. Congress from 1838 to 1859, during which time he was prominent as an advocate of the right of petition and one of the foremost opponents of slavery. In 1842 he was censured by the House of Representatives for his advocacy of anti-slavery measures. He at once resigned, and was triumphantly re-elected. In 1861 he was appointed Consul-General in Canada, and in 1864 published a history of the Rebellion.
