born in 1828, suggested the idea of folding newspapers and books by machinery. In 1864 he published "Our Burden and Our Strength," a political essay of great originality. He served on several U. S. commissions of revenue. He has written many pamphlets on economic subjects and "Our Merchant Marine," "A Primer of Tariff Reform" and "The Relation of the Tariff to Wages," and "Recent Economic Changes."
