Workers' willingness to take different jobs and occupations in different geographical areas. Horizontal mobility does not result in a change in the worker's grading or status while vertical mobility does. Low occupational mobility but high geographical mobility covers skilled workers. High degrees of both types of mobility included all other workers. Low labor-mobility triggers structural unemployment. Worker retraining schemes and encouraging establishment of new industries in an affected areas are governments' avoidance techniques.
