born in 1832, was a member of the Texas Legislature in 1859 and 1860. He represented Texas in the U.S. Congress as a Democrat from 1873 to 1892, when he was elected to the U.S. Senate. When chairman of the Ways and Means Committee from 1887 to 1889, he drafted the Mills bill, making marked reductions in the tariff.
