(1765-1825), born in Virginia, was admitted to the bar in 1786. He represented South Carolina in the U.S. Congress from 1795 to 1801, was promoted major-general for services in the War of 1812, and was elected a U.S. Senator from Maryland in 1816. He published various pamphlets upon diplomatic subjects of the day which won great popularity.
