(1748-1814), a Massachusetts member of the Continental Congress from 1784 to 1789, was a U.S. Congressman from 1789 to 1795, and a (Federalist) Senator from 1796 to 1800. He drafted many of the present revenue laws, and served on the Committee on Commerce in the Senate.
