Of Americus, GA, was born in Sheffield, England, in 1845. He served in the Confederate army from 1861 to 1864. In 1866 he was admitted to the bar, and from 1872 to 1877 was Solicitor-General of Georgia. He served as Judge of the Supreme Court of Georgia from 1877 to 1882, when he resigned and accepted a nomination to Congress, of which he was chosen Speaker in 1891 and again in 1893.
